Has anyone gotten a straight answer from the UCI about 34mm tires that fit the 33mm requirement or 32mm tires that measure 33.5mm.  If I were to buy some 32's that didn't fit the requirement because of a 2mm manufacturing tolerance that would blow....  Are they measuring everyone's tires before a race?

You racing pro? If not, don't stress about it. You can always argue that the size printed on the tire should be the final word. I highly doubt that any USAC officials are going to be at races with vernier calipers.
Yah, I race UCI. Not too stressed, this weekend will prove what their plans are...
The Exact rule from the UCI Rule book is:

"TITLE 1
1.3.018 Wheels of the bicycle may vary in diameter between 70 cm maximum and 55 cm minimum, including the tire.
For the cyclo-cross bicycle the width of the tire (MEASURED BETWEEN THE WIDEST PARTS) shall not exceed 33mm and it may not incorporate any form of spike or stud."
I wouldn't sweat it. It's what it measures, not what it says on the tire. I don't see the UCI going after anyone unless it's at the elite level and something is suspect.
At the Ellison Park UCI race here in NY yesterday they had an official with a little welded jig that slid over the tires. They were checking all of our wheels and bikes in the pit. As long as the jig fit over the tire it was ok. I'll be curious to see what they have in Gloucester this weekend.
yah, i raced starcrossed and rad racing GP last weekend, they had a set of calipers pre-set to ~33mm they checked everyone's front tire during callups, didn't see any DQ's
I took a piece of plastic and cut a 33mm wide slot it it. Easy to measure just in case.
