I don't think they are - basically anything pointing forward creates a danger in the rule-makers minds. Now if you could connect the horns together with another bar, I bet it would be legal but would have to read the rules carefully. there used to be something like that sold, back when scott drop-ins were popular. it was basically some horizontal bar avail that you slid onto the drops so you had more hand positions.

what about a Mary bar? FSA just released a similar bar, shown here. those are legal.

the big caveat is we're assuming you're talking non UCI races, right? because the UCI races (not entire event) requires drop bars. I've seen folks get around that for the rare UCI race they enter with these drop bar simulators for flat bars:
