Do all or most European brands use the cross sizing as does Ridley?  Order one size smaller than my road size.  In particular I'm wondering about Scott and Focus as well as in general.

no unfortunately, ALL use different sizing, even how they "Measure" the frame.

Almost all give full measurements on their websites though- I just compared each spec to my correctly sized bike when I was looking for a second frame.

Two part answer:

1. A dedicated 'cross racing bike should have a higher bottom bracket. To you that means picking the OEM bike that most brands sell fits something like 2cm smaller than a traditional (AKA NOT compact)  road bike.

2. Most of Scott and Focus'  product line is OEM, so there shouldn't be too much difference between them and other brands like Felt, GT, Jamis, Trek, Motobecane, Fuji and many others.  Ridley's low-end product was the same OEM as the others mentioned.  I don't know if it still is. Take 2cm off and you should be pretty close to a bike that fits.  There are subtle differences between the frame specs even if you measured them all the same way, but nothing overwhelming because of the limits of the mass production jigs.
