so i have been reading some articles on training and some people mention level 1 level 2. Anyone care to explain this to me is it a heart rate thing or is it a level of hardness. thank you to any help.

Typically it's a range specified by heart rate. It can be rate of perceived exertion but that's not as common. The specifics are determined by whatever schema the particular author uses.
