I have a bike with Apex and I'm looking at some upgrades... do you guys think the jump to rival is worth it?  Cockpit and wheels are the first to change, but then not sure if Rival is worth the money or should I maybe instead do some Force bits here or there instead.....

I ride Apex on my cross bike and Rival on my road bike and I dont see much of a difference between the two. I would stick with the Apex on the cross bike, since you are more likely to crash and break something. The replacement cost for parts will be cheaper.

save your money and buy tubulars

Apex to Rival is minimal in benefit....for budget concious upgrades I would use Rival Shifters+Front Derailleur..but get Force Crank and Rear Derailleur the Crank is going to be a 1/2pound of rotational mass shaved off your drivetrain....couple all that with a KMC X10sl chain and you shave ALOT OF WEIGHT......

lighter+easier shifting= ++++POWER++++     :o)

I'm getting rid of my Rival groupset (I like Shimano 9-speed better).
