Building up first cross bike--or can I use a pair of standard/sturdy road wheels?  (I've got a pair of 32 hole DT swiss rims on my road bike I'm thinking about moving over).  Will doing so limit how wide of a tire I can use?

Yes, you can certainly go that route.  How much do you weigh? The answer probably won't matter but it's worth asking.

 

No, to your second question, in the range of 'cross tires. If you want to try and use a 44c or something like that that might be a bit tight on a road  rim. But otherwise you'll be fine. I've raced on 19mm rims and not noticed a difference.
