Share 'New Rims No Stopping Power'

I recently purchased a pair of sun ringle vista cruiser tubulars rims and mounted fmb ssc tires to them. I went out today after the huge rain storm to test them out and had little to no stopping power. They stop instantly on the bike stand, but when I'm on the bike I can't get the things to slow at all.
