So..got a bonus and im looking to spend some cash.  I was thinking of a combo of a good cycling jacket (as all i have now is a thin plastic wind shell) and maybe some tires..
any suggestions? Im riding a 2011 Giant tcx1 sram rival. all stock execpt for a ritchey speedmax rear tire

other ideas were maybe a new saddle, seatpost, new brakes/pads, wickwerks chainrings...

all thoughts appreciated

Tires are always a good idea. I swapped my worn out Vittoria XGs for a pair of Rocket Rons. It came at just the right time as I have ridden 4 muddy races since then and have 4 more muddy races this season.

what do you suggest? I guess im looking for best all around tires..decent price point and dont wear easy. does my white whale exsist?

For your bike I'd suggest tires, for sure. Get some PDXs, you'll love them and they'll do everything well (in 'cross). If you need road training tires get Vittoria Zaffiros. (since you mentioned wear I wasn't sure what you needed)

A jacket would be great but I think you'd be hard pressed to find something great after buying tires.

I'd skip the saddle unless you don't like what you have. The seatpost is the last place to spend money (buy a Thomson when you do) Get Kool Stop salmon pads, they are cheap and awesome. Wicks rings are a ton of money, I'd hold off on those for awhile although I would suggest making sure you have appropriate 'cross gearing like 44-42 outer.
