elite callups at Nats

I am planning on "racing" elite nats again this year, I am a locally competitive cat 2 but not fast enough to get any UCI points.  Will there be a TT for the elite pack fodder, order of registration call up or is it totally random.  Last year a few rows on the start would have made a big difference.
