Nationals Start Order

Im trying to figure out the call up and start order for my races in bend next week. I know all the masters/juniors are posted. I am racing SS on friday is this a straight order of registration start or are there categories in the order or something else this is not in the pdf on the usa cycling website? Then for the elite race, it says riders with no UCI points are in order of registration, im assuming this will not be delineated by license category like the masters?
