hey jeremy - are you coming here just for the races or do you need to be in brussels for something else? The two towns that are more fun, less commercial, better suited for younger people and manageable are Gent and Leuven - both university towns. Gent is bigger than Leuven. These are my favorites in belgium - especially if you will be at the races all day and just want a lively place to go for evenings. Brussels goes to sleep a lot earlier in general. There is also Antwerp which is also suited for walking and is much closer to the races.
you're right about public transportation. you'd have to either walk over 30 minutes or ride a bike for 20 according to their sites.
