I just picked up some Vittoria Cross XG Pro tubulars for this season.  

I've been doing some reading and come to find out that there is a thin layer of latex applied to the base tape, and that this latex can inhibit the bond of the glue (I'm planning on the belgian method).  THe readings I've seen say that the basetape must be prepped with a file or sandpaper to remove the latex.

Anyone with these tires have any input?  THanks

A light sandpaper or fine metal file can scrape this off easily, but past tires I've seen have definitely had a coating that ends up sticking to the glue but can result in poor glue job as that layer separates from the basetape and tire.

Let's see if we can find out an official answer for your from Vittoria though.
