I recently purchased a pair of sun ringle vista cruiser tubulars rims and mounted fmb ssc tires to them.

I went out today after the huge rain storm to test them out and had little to no stopping power. They stop instantly on the bike stand, but when I'm on the bike I can't get the things to slow at all.

No the rim does not have a machined braking surface so would kool stop salmon pads solve the problem?

I had the same problems and just cut sand paper and put it under the brake pads and rode down a few hills. This should machine the rim for you enough for the rims to stop. My local shop will also machine them for $20. You will need to take the tire off of the rim. I have not tried new brake pads as im running the new Avid shorty ultimates with normal brake pads. Let me know how it goes.
Lightly take a Scotchbrite pad to the braking surface. New pads alone won't solve your problem.
