I have some tires that I pulled off of some wheels a while ago. The tires are still in good condition and I have just became an owner of some new to me wheels (i.e. used).

There is still glue on the base tape, and I currently am stretching them. I was planning on putting a layer of glue on the rim, letting it dry for 24 hrs, and then one more layer and then the tire.

Anyone doing something different?

The glue on the base tape is clean (no dirt) with little buildup, and the rim also has little buildup.

No problem with gluing tires up for 'cross with your current set up. Your current plan seems appropriate as long as everything is clean. If you're not using tubular tape, just make sure your timing is good for that last glueing between the rim and tire (more on that at the links below).
