The recent ACA reintegration with USA Cycling has provoked some discussion regarding the pros and cons of cycling organizations in the US operating outside the USA Cycling umbrella. I know about the (former) ACA and OBRA, but what other organizations are out there? Utah? Chicago/Wisconsin? Northern California? Washington? Others?

On the road, you've got the CBR in Southern California. USAC is putting tons of pressure on that federation by actually funding prize purses for SoCal bike racing and trying to get promoters to schedule opposite the CBR but they can't grow the number of events. You probably haven't noticed USAC doesn't spend money on purses anywhere else. It's because CBR is doing a good job. USAC? Not so much....
A growing number of cycling events including lots of cyclocross in Northern and Southern California are sanctioned under the ABR. (http://www.ambikerace.com/) Unlike USAC ABR and other federations are experiencing organic growth. There are ABR events sprinkled all over the nation at this point.
The place to find a nearby or even start your own federation is at FIAC http://www.fiac.us/
On the track, the ATRA federation sanctions most racing in the U.S. They have many more 'racing days' than USAC
